Farewell MMF Programme Division – job well done!!

After more than 8 years, MMF (Multinational MRTT Fleet), one of the most successful complex, cooperative programmes will leave OCCAR and hand over the tasks to NSPA (NATO Support and Procurement Agency).

The operational closure of the MMF PD and downsizing will take place until 31 December 2022 and the MMF PM, Joachim Weidmann, will remain until 31 March 2023 for administrative and final transition activities.

Background:

  • Based on a Cooperation Agreement in 2014 between NSPA and OCCAR, OCCAR-EA became Contract Executing Agency on behalf of NSPA for the contract with Airbus Defence and Space for:

            o   Management of the MMF acquisition phase; Acceptance from Industry and delivery to NSPA of 7 MRTT (Multi Role Tanker Transport) A330 aircraft

            o   First 2 years Initial In-Service Support after delivery of the first aircraft

            o   Contract changes

The Cooperation Agreement ends 31 December 2022.

Current Status of MMF:

  • Under contract, MMF has grown from 3 to 9 aircraft. Aircraft MMF#10 will be contracted in 2023.
  • OCCAR MMF PD delivered 7 aircraft and 2 years of I-ISS (June 2020 – July 2022)
  • 13 Contract Amendments were negotiated and done
  • All delivered within time, budget and scope!

Key factor in this success was the MMF Nations’ trust in the ability of NSPA and OCCAR-EA to manage the programme efficiently and the willingness of the MMF team to succeed.

Acceptance by OCCAR-EA of MMF aircraft and I-ISS has enabled NSPA to successfully deliver assets to the Multinational MRTT Unit (MMU) to alleviate increasing operational demands and to bring the MMU one step closer to Full Operational Capability. All OCCAR-EA and NSPA staff members involved can be proud of their achievements with this capable aircraft. The acceptance of seven MMF aircraft effectively concludes the fruitful collaboration between NSPA and OCCAR-EA in support of the MMF programme. The teams have delivered a truly impressive performance through joint endeavour and excellent collaboration. NSPA and OCCAR-EA regard the MMF programme as an example of solid cooperation since the signing of the Cooperation Agreement for the management of the acquisition phase of the MMF project. The MMF programme is a bedrock of close links - and friendship - and remains a key element so that we can continue to work together for the benefit of the broader NATO and European communities.
